I have a feeling CCP wants to nerf Concord. They might even have plans for such a move. They made mining barges harder to gank. And now the new crimewatch makes it practically impossible to gank freighters and get away with the loot. But on the other side they have stated that they don't want hisec to be totally safe. My theory is that they intend to make some changes that give players more room to police themselves. Sadly enough they don't seem intent to discuss it with the playerbase before they start coding it and by the time they anounce it, it will be too late to discuss any changes. With a high likelyhood of failure as a result. When given a chance players will use the room they get to mess up the system. If alfa gangs at gates don't get concorded, then they will sit at the gate and kill whoever they can. With Concord only on gates and stations people might travel through, but few will venture out to do missions or mine. The risk averse will move to do their thing in more secure space.
I do have an alternative suggestion that might help to reduce the gatecamps between high and low and will draw more people into 'lowsec'. You could change crimewatch so that there are basically 3 states: - legitimate targets (currently criminals/suspects) Anyone can attack you without loss of security status. - condoned targets I'm not sure whether condonance is the correct term, but I'm not a native english speakers, so I'll just use this word. What I mean is that anyone can attack you without triggering a concord response but they will lose security status (current lowsec). - protected targets Attacking will create a Concord response.
Which state you are in depends on your security status, whether you have recently commited a crime and (the new part) the security status of the system you are in. Something similar is already the case in hisec with people who have <-2 - <-4.5 security status, who can be attacked by faction police based on the security status of the system. Part of the idea is that players take over this role from the faction police. For example: with <-5 sec status you are a legitimate target anywhere in Empire space. -5 to -4.5 you would be condoned target in 0.1 - 0.4, legitimate target in 0.5 - 1.0 ... -2.5 to -2.0 would be condoned target in 0.1 - 0.9, legitimate target in 1.0 -2 to -1 Condoned in 0.1 - 0.8, protected in 0.9 - 1.0 -1 to 0 Condoned in 0.1 - 0.6, protected in 0.7 - 1.0 0 to 1: Condoned in 0.1 - 0.4, protected in 0.5 - 1.0 1 to 2: Condoned in 0.1- 0.3, protected in 0.4 - 1.0 2 to 3 Condoned in 0.1 - 0.2 protected in 0.3 - 1.0 >3: Condoned in 0.1, protected in 0.2 - 1.0
The idea should result in the following: - no more sharp devision between hisec and lowsec - more consequences to changes in security status - more targets for pvp - more people will use the current lowsec systems Note that a similar system could be applied to faction standings as well. |
